On May 19, 2026, Massachusetts regulators approved SMART 3.0, replacing the declining capacity-block structure with flat, annually adjusted rates under 225 CMR 28.00. Most Massachusetts solar guides online still describe the old block model.

  • You are in a Municipal Light Plant town. Roughly 40 municipalities run their own utilities, and MLPs are not required to offer net metering or SMART access. Some run decent local programs; get yours in writing from the utility itself before believing any installer’s projection.
  • Your roof has 5 to 7 years of life left. Removing and reinstalling an array mid-lifecycle typically costs $3,000 to $6,000 that no warranty covers. Re-roof first, then go solar.
  • Afternoon tree shade. Suburban Massachusetts canopy can cut production 30 to 40 percent on a roof that looks fine at noon. Insist on a site-specific shade study, not a satellite estimate.
  • Your bill is under $100 a month. A small system saves narrow dollars while fixed costs stay fixed, and payback stretches past the point where the strong incentives can rescue it.
  • You are in a designated historic district. Extra review, longer timelines and aesthetic constraints. It can still work, but budget the patience before you sign anything.
